Abdulla Al Turifi: The SCA Smart Application serves eight customer groups

Abdulla Al Turifi, CEO of the Securities and Commodities Authority (SCA), said that transformation to smart applications in the provision of SCA services has been a core strategic project over the past couple of years.

SCA automated the processes and procedures related to the provision of service to investors and customers through smart phones and tablets. Hence, the SCA Smart App constituted an advanced step beyond electronic services, which were completed earlier and included 45 services provided via the SCA website.   The SCA CEO noted that the transformation to smart applications came as a translation of the wise leadership’s initiative launched by H.H. Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister, and Ruler of Dubai, calling on all government authorities to be a “sleepless government … working 24/7 and 365 days a year, be hospitable as hotels, fast in completing transactions and strong in its procedures;”… “a government that makes people's lives easier and makes them happy". 

The project also supports the UAE's trend toward upgrading its international rating in the area of competitiveness in government services.   

He asserted that the SCA App available on smart phones and tablets is in fact a qualitative leap in the course of transformation to smart services provided by SCA since mid-2012 when it launched the phase of transformation to smart services along with the third wave of service automation where all transferable services were provided through the smart phones in four phases. He indicated that the project will have positive impacts on customers represented in saving the time for completion of transactions, facilitating procedures to issue licenses, permits, and certificates, especially during the period that saw an increasing turnout on such transactions, in particular in the end of the year and the beginning of the new year where listed and regulated companies renewed their licenses and legal procedures as per the SCA's regulations.   

Al Turifi revealed that the SCA App enables using 17 smart services to complete the customers' transactions at SCA.

The application includes news and information related to the Emirates Securities Market (ESM), in addition to the laws and regulations related to regulating capital market activities. Furthermore, the application broadcasts daily market trades and the ESM's performance reports and it enables the user to view the events organized by SCA.   

Beneficiaries of the SCA App   The application is intended for use by the following groups: 

  •  Investors from the UAE and abroad.   
  • Entities under SCA supervision including (public joint-stock companies, securities brokerage companies, commodities brokerage companies, financial consultancy and services companies, custodian companies, registrar companies, and capital markets within the UAE). 
  • Those interested in the UAE securities markets (including financial analysts and university students). 
  • The society (in particular jobseekers and journalists) §  SCA staff (internal system).   Smart services by target population Al Turifi explained that the smart services provided via the SCA App can be distributed over the customers in the following manner:   

Public joint-stock companies 

  1. PJSC registration renewal. 
  2. Suspension of trading on PJSC shares. 
  3. Foreign public joint-stock companies listing. 
  4. Request for approval of conducting ordinary General Assembly Meeting. 
  5. Request for approval of conducting extraordinary General Assembly Meeting. 
  6. Issuing To Whom it May Concern certificate.   

Private joint-stock companies

  1. Private joint-stock companies registrar license renewal.   Securities brokerage companies 
  2. Brokerage license renewal. 
  3.  Brokerage suspension. 
  4. Accrediting brokerage employees.   
  5. Commodities brokerage companies
  6. Commodities brokerage license renewal.   
  7. Financial service companies 
  8. Financial consultancy and financial analysis license renewal. 
  9. Custodian license renewal   Mutual funds 
  10. Mutual fund marketing approval.   Investors and all customers: 
  11. Request for legal advice. 
  12. Request for arbitration of securities-related disputes. 
  13. Publishing of laws and periodic reports related to the capital markets. 

  The SCA App is important because it resolves the challenge represented in: providing a user-friendly interface that works on all smart devices and that is available round the clock from anywhere for those interested in the capital markets from investors and customers as well as the entities under the SCA supervision and that wish to use SCA's smart services.  

 Key features of the SCA App   The application is available on four smart device platforms in Arabic and English.   The application provides smart services to the SCA's customers enabling the options of search, save, and electronic sharing. The SCA App is linked to the e-Dirham smart payment portal and the Emirates Identity Authority through the ID cards. 

Furthermore, the SCA App is linked to the SCA's internal systems (such as the corporate law used in the technical departments, the internal work progress system, and the reporting center). Persons with special needs can use the option of converting written texts into audio texts.  

 The SCA App presents live trading data in the capital markets and the ESM's activity in addition to a list of news and events that can be added to the phone calendar as well as the different social media websites.   The SCA App further includes all the laws and regulations issued by the SCA and it provides application to vacant positions. It further allows communication with the CEO and sending feedback and inquiries directly. Finally, the SCA App provides a special login screen for the SCA staff to view their data and to use the internal systems related to the work progress.   Key obstacles and challenges resolved by the SCA App 

  1.   The SCA App is available on all platforms to make sure the biggest number of users in the UAE and abroad have access to the application. 
  2. The smart transformation of 17 interactive procedural services enables the user to file applications, upload files, and send them directly to SCA. 
  3. The SCA App is linked to the MOF’s smart payment portal which empowers all the smart services provided by the SCA App. 
  4. Different designs compatible with various operating systems of the smart devices (tablets or smart phones) are available. 
  5. The SCA App is developed to accommodate any future add-ins on the services and information needed by the customers and users in general.
